That's what potted lavenders look like when they've received too much water. Slip the plant out of the pot and look at the soil - it should be be a very barky mix and not sopping wet.

Unfortunately, it's been my experience that lavenders do not spring back from this situation well. When this happens at the nursery - and from time to time plants DO get overwatered there - we just toss them.
