Let's see some photos. Often the type of damage will indicate the culprit but without any visuals, we'd just be guessing.

The damage is most likely from caterpillars or sawfly larva although some of the notches on the leaf edges suggest some weevil larva feeding as well. Bt and spinosad are effective against the caterpillars and sawflies, but Bt must be applied at the right time and spinosad must be applied frequently. Weevils are difficult to eliminate and are nocturnal feeders and should have been apparent if they are really numerous when you checked after dark, so may not be a serious problem.
