The width is the problem. Four feet wide should be the minimum. You can't get much in that width or less.

is the mow line the property line??

are you on the right or left .. one side is smaller ...

if you want something 4 feet wide .. and you dont want to go over the property line.. you should probably be planting at least 4 feet into your property ... because most things simply dont stop growing at some magical width .. nor height ...

and by the time you do that.. there wont be much space left ...

big city name will help.. as z5 is about half the US and widely divergent re: winter ...

might be a great place for a flower bed ...

I am in central Indiana, I am on the right size of this picture, I have at least 8' of space that I can use, this side of the house is closer to the property line, but the rest of the house sorta falls towards the side and I have more space towards the front of the house to use.

I was just hoping for something I can keep pruned to a max of 4', but depending on the plants of course I can use the space needed... I was first thinking of hydrangeas, but not sure if I like the look of them in winter... I was also thinking of knocked out roses, I have them on another area in my yard and they seem to do well pruned.

I would go for boxwoods but the hubby seems to think they smell like cat urine :( so that's a no go :(

What would be wrong with some small shrubs? Some spireas or the smaller Weigelas would work. If you want conifers, check out some of the small ones; however, understand that they will be very small and will grow quite slowly. (And conifers tend to be quite expensive compared to other shrubs)

I am actually hoping for something tall (privacy)... at this point, I think the hubby already made a decision for me, surprisingly, he likes the white flowers hydrangea look, now hopefully I can keep an eye on those monsters, I just grabbed some from our local nursery and figuring out distance from each other and from the property line, they are limelights and they are already pretty big.

I have 5 hydrangea limelights and they are quite big, right Noé I have them placed at 4' from each other and about 4' from the property line but I'm thinking about pushing them in a bit more inside, I definitely want a hedge look and don't mind waiting, any tips are appreciated!
