I would use boiling water or a flame weeder before I'd use that concoction...salt and vinegar can alter the soil to the point where nothing will grow in it.

What is the recipe? I have seen many, many recipes that use Vinegar, soap, and salt in various amounts.

Generally I find mechanical removal of unwanted plants to be as effective and less harmful to the environment.
