You could always go with native grasses. Up here in Reno pompas grass, though not native, seems to overwinter just fine, although it does get quite large, so don't plant it too close to walls or structures. Have you checked out the selection at the Washoe State Tree Nursery? They tend to have well-adapted choices and might be able to advise you.
