Do you mean that they are still in their tight pot shape, not establishing out into the surrounding soil at all? Unfortunately, that happens when a root bound azalea doesn't have its roots loosened when planting and the roots can continue to just encircle around the original pot shape. When the nutrients are exhausted in the original rootball, the plants die if they haven't expired from the root ball not absorbing water before that.

I think I'd take them up, loosen the roots, replant. You may want to soak/submerge in a bucket for an hour or so first if they feel light. Sometimes its simply a matter of loosening the rootballs with your fingers, or you can wash some of the potting material away with the hose. Or, you can make cuts down the sides in a few places and across the bottom with a sharp knife.

If the rootball is really dense and matted and you cannot work your fingers into it, you can root prune. With sharp knife, cut away about 1/2" of matted roots from the edges of the root ball of 1 gal sized plants, as much as an inch from plants that were growing in larger containers.

Since these plants aren't established and would be considered newly planted, you'll have to watch their water this first year. Mulching the root zone after replanting will help soil to remain cool and moist.

And after doing all this have some words with your "landscaper" about proper planting technique. You deserve your money back.
