If this is vinyl siding just take that panel out or two depending where the seam is and replace the panel. Below is the lock/unlock tool, some call it a zip tool you will need that. Go on Youtube they have some good videos how to do this DIY or call a local handyman most know how and will do this for you in 10 min.

To replace hardy board you have to take a little diffrent approach, you have to find where the nails are, you can do that by prying the siding a little bit back, it should be the piece below the damaged one so you can get to get to the nails... after you expose the nails, cut them and you can slide the damaged piece out and install the new piece in its place.

With that said, just make sure you protect the pieces of siding over and under the one you replacing so you don't damage them when prying the panel up. Nails usually nailed into the studs so be sure to mark them so the marks can be removed... a piece of tape would work fine. To nail a new piece ring-shank stainless-steel nails that are 2 1/2" . Set the nails so they are just touching the surface of the board, don't over nail or you will crack the siding.
