I'd say most definitely it is a flower stalk and will eventually produce flowers. Maybe in a few months. Looks like you're doing everything right!

Don't be alarmed if it takes a Loooooonnnnnnggggg time for the stalk to actually produce flowers (months maybe). Then for the stalk to stick around for a long time. But watch, the plant is probably already thinking about producing pups or offsets (or daughter plants). There are some Tillandsias that produce pups on the stalk, too. Take pictures whenever you notice something different, it might be fun to document the life of the plant :)
