Schefflera arboricola Clippings

Hi

I cut some clippings off my bonsai about a month ago and put them in a glass of water for about a week. After about a week in the glass I got some rooting hormone and planted them in a cup with just some regular potting mix. After 3 weeks both clippings have not grown at all but seem very much alive. Am I just being impatient?

Hard to tell based on the information, but in general terms if the plant is trying to develop its roots there is little energy left over for growing branches/leaves. So yes, in a word, patience. :-]
