If it comes back from the roots in spring it is not giant ragweed. If you mean that it comes back from the roots during the current growing season, it can be giant ragweed.

Giant ragweed is an annual, returning from seed, so keeping it from going to seed will help the following season. That may take several cutting sessions toward fall of the present season to keep it from starting seed.

Even though it is an annual some of the seed will stay viable in the soil for years, so even after repeatedly keeping it from going to seed it may return for several seasons. A picture would help to make sure it is giant ragweed.

It is Giant Rag weed. I had it IDed on the name that plant forum. Yes I meant cutting the new plants back in spring will come back from the roots. I explained to my friend about the seed bank in the soil and that this would be a yearly chore but hopefully there would be less year by year if it was like dealing with biennial thistles ( my bane)

The best means of control of large areas of any unwanted plant, "weeds" is mowing.
