The Dreaded White Rot

This morning I decided to poke around some of my onions and see how the bulbs were doing. They were gooey with white mold all over them and all in the soil around them. My nearby garlic seems to be suffering the same fate. It's really bad. It either came on my garlic seed (bought from a reputable dealer but looked kinda questionable) or something in my compost (possible but it gets hot and any food scraps are well rotted). Anyway, my raised bed is full of a white fungus that is destroying my alliums.

What to do next? Does that garlic on the soil trick really work & help kill the fungus in case I ever want to plant alliums there again?
