I keep planting tulips but we have volrs snd they eat the bulbs. I tried making cages for the bulbs this year but it didn't work.

i am considering putting pavers about six inches down in the ground to prevent them from tunneling into the garden.

has anyone tried this or know how deep a vole can tunnel?
