Drip Tape ABOVE Plastic Mulch?

Hello,

I'm reading on most websites that people put their drip tape below their mulch, but my gut is telling me to put it above. I understand that by placing it below you are protecting it from animals who may damage it, but if the area is fenced in shouldn't that not be a problem. The other pro I've read is you are watering the soil more than the mulch, but if you are using a plastic mulch that allows water to pass through, that shouldn't be a problem either.

The main reason I would like to place it above the mulch is to have easy access for repairs, and to be able to check to make sure it is working properly and not clogged. We have purchased:

- 15mil Drip Tape, 6 inch Spacing, .25GPH (creating ten 180ft rows)

- DeWitt SBLT4300 Sunbelt Ground Cover / Weed Barrier

Am I crazy for wanting to place it above the mulch? Any advice is appreciated.
