This year, there were a few widespread harsh mid-Spring freezes, after most hydrangeas had broken dormancy. If harsh enough (e.g. below 25-28 Fahrenheit) late freezes will kill any and all old parts of the plant even if they survived the winter. You can most likely now cut all those dead canes down to the crown/ground, and unfortunately the plant will need to "start over".
