Planted a bunch of Hot Papaya coneflowers (Echinacea purpurea 'Hot Papaya') in August 2015. They grew well and continued to bloom throughout the fall til the frost. After frost, new growth actually started in Fall 2015 and I actually had buds on them around Christmas time, after which we got a very cold frost. This spring, I fertilized everything in my garden (plant tone) and put down mulch. All other plants are up and growing. I know these emerge later and we've had a wonky spring with the weather. At what point do I write them off?
