New winged aphids every day. Is this normal?

I have a small window garden on the windy side of a building. Every day, I pick off at least 5 winged aphids on my plants, sometimes more like 10-15. The species seem to be mostly potato and some peach-potato aphids. I've only found the wingless versions around the winged, and only a few at a time, clearly small and young.

I haven't yet had a visible colonization, but it seems like just a matter of time. Should I buy a lacewing egg case? Just hope that outdoor predators regulate the population for me? I've never had an outdoor garden, so I don't know what is normal.
