Quick clematis question - are these the buds? (PIC)

I'm a newbie to Clematis (and gardening in general) and I was wondering if these 3 stemmed bits are going to form buds for the flowers? I've got loads of them all over the plant but no blooms yet. It's a very young Dr Ruppel clematis.
