I think you planted your grafted adenium just right. You can raise it if you want to but you should not plant it any deeper than the original soil line that you can see on the plant. Once the root of an adenium plant has been exposed to the sun long enough, the skin hardens. If you re-bury it, it will get damaged by the moisture in the soil and even if it doesn't die, it will form scarring that does not always look good.

You can fertilize at half-strength every week the way we do in temperate climates. The only difference is that you can do it all year round whereas we have to stop when it gets cold and our adeniums have to be indoors under artificial grow lights.
