Rose Midges? Aphids?

Last year my Russelliana rambler had aphids which I got under control with lady bugs, lace wings, and nematodes. This year though the leaves are turning brown and all the buds have blackened and are dropping off. I am in Vienna, Austria. We had a mild winter and an intermittently hot and rainy spring. What are they and what can I do about them? Oddly, the Mortimer Sackler climber (bottom pic) that is growing right next to the other rose doesn't show any signs of damage – yet. Might it also be effected? The Russelliana has been fussy and insect prone since I planted it and I would rather rip it out if it is going to sicken the easy-going climber.
