Also, the variety is Early Italian. Burpee says that it is a heat-tolerant variety, if that makes a difference.

If you can't get a refund you could plant and grow green garlic this year.

What Burpee ships in the spring is meant to be spring planted. That is not the optimum situation, but that is how some folks always do it. If you will be satisfied with garlic greens, the spring planting will produce them. That will probably produce small bulbs or might actually revert to rounds that can be replanted this fall.

One other thing, Christine, last summer I planted some cloves about now and they all came up, grew all summer without scaping, never went dormant and picked up this spring to where they are now all sending out scapes. It was an experiment. These I am letting the scapes go on for now to see how many curls I get. They were a feral that I now have enough of but have not yet determined what kind they are. I am guessing rocambole. Multiple curls will confirm that. Also in a year past I planted Music cloves at the end of May and got decent bulbs by the end of July. So you may do better than you expect, and you may even have a crop that cures well enough to provide your fall planting cloves. In gardening failure is not guaranteed.
