First, it is not a palm, it's a cycad (specially, Cycas revoluta). Cycads grow in growth spurts; nothing then a sudden burst of new growth when it can push over a dozen new leaves. The problem you will have is that you are growing it as a houseplant; they need bright sun, and tend to sulk indoor. I haul mine out in the Spring and then take them into a cold but largely frost free garage for the Winter. Indoors, give as much sun as possible and watch out for overwatering. Cycads are tough plants but really are best with some time spent outside under subtropical conditions of heat and humidity.

It looks alive to me. I have one also, what I did was put it outside in the summer in direct sunlight. It grew new fronds very quickly!

i have put it outside, the temperature here in norway is pretty cold but this week and last has been around 27*c to 30*c.
