I have sprayed once with Monterey Take Down Garden Spray which contains pyrethins and a week later I sprayed with Neem Oil.

since there are a multitude of plants called hibiscus.. it is imperative that we first fully ID it ...

then indoors or ground ... and other pertinent cultural info ...

then a pic or 3 of the whole plant ..

how did you know you did not solve the problem after the first spray.. the yellow leaves werent going to heal ...

my first thought with yellow leaves is too much water.. or i rotted the roots off due to too much water ...

Where in the world are you?

What has the weather around there been like?

What is the soil that is growing in like?

What the problem is may be because of growing conditions and not any insect problem, and chlorosis comes to mind.
