Snapped crepe myrtle at ground level

I had a beautiful crepe myrtle had been in the ground 2 years and was already a prolific flowerer with the dark Indian pink. We are having our house renovated and the builders somehow managed to snap the crepe myrtle off at ground level. The tree is next to a fence so no excuse. Looking forward to a discussion with the foreman. So it is dormant at the moment being winter. Do we replace it or will it sucker? Welcome any advice.
