Cat chatter

I've been around cats for seven decades - most of these felines lived well past 20 years - but there is one aspect of cat behavior I can't understand. "Chattering...." When viewing possible prey from afar, their lower jaws will ratchet away like some kind of wind-up toy, something which I find to be quite amusing. Not all cats do this, indeed, I think it's a single-digit minority. Of the recently inherited "grand-cats" - a well-socialized pair of rescue, calico kitten sisters - only one displays this curious behavior. It can't be some relic or artifact of ancient hunting skills, 'cause it would scare or alert the prey. So, what's the purpose?
