Lilac or Ligustrum species. It's been chopped right back which would account for the lack of flowers. The photo is not too clear so a definite id is very tricky.

Agree that it looks as though there are two different plants growing together: one with pinnate leaves on the left (perhaps sumac) and something else on the right. It would be helpful to know where you are located.

ya know todd.. the bottom line .. based simply on the way its been hacked back ... and the suggested IDs ...

its at least 5 feet too close to the house.. even if it were a quality specimen type plant ...

you ought to just get rid of it ... that was the happiest day in the garden at my first house.. 5 years after i bought it.. i got rid of the last nightmare the prior owners planted .. in hindsight.. the only thing i learned.. was that i wasted 4 years.. trying to beat back monstrous mistakes made by others ..

BTW.. new house.. cal out miss dig/.. and have them mark all your utilities.. and take pix ... to insure you are safe.. when you are digging this close to your house ...

I don't think we are seeing pinnate leves, just short branches of opposite foliage. I agree we could well be seeing two plants. I said Ligustrum or Lilac because both types of foliage looked possible. But Euonymous is certainly a candidate for the smaller leaves. Either way, as Ken said, it's not a thing of beauty and you'd probably do best to start again. (Did you see that Ken? 2 agreements in a year - and it's only June. )

I agree with ken also, toss em' both!
