Stairs top cover!

What is the top black cover on each stair ? Is it carpet or rubber. Which is better with regards to safety ?

I really like the way that all the space was used in this staircase. I think my fiance would love the face that all those shoes could be stored under there. How many drawers could be made, and could they be made to hold anything else? http://www.coastalstairs.com.au

Hi- Many tiny drawers could be made or fewer, larger ones- it would all depend on what you want to put in them (which could be almost anything)
