I have a 4 year old Pom that I've not pruned. It has grown to 4 ft and is very bushy and seemingly healthy. But about 1/8 of the branches have fallen to the ground. They haven't broken, just flopped over. We have experienced very extreme weather in the past few years here in zone 7b - very cold winters and hot dry summers. The pom has never produced fruit and only twice had only a few flowers. Can I prune these fallen branches now or should I wait till later?
