But the dead branches at the top show that the tree is short of water. (Doubt it's related to the above wound.)

The grass looks like it hasn't been watered or rained on either. Lawn is cheaper to replace than tree. Water the tree, please.

Yes, it looks as if the tree is not getting enough water. I also suspect there was minimum soil preparation prior to planting and the roots haven't spread very far yet, .....and aren't able to.

Thank you. This tree was planted by the township when our development was completed so I have no idea about soil preparation. What do I need to do to get the roots to spread?

A lot of trees are planted poorly right at the start-- two common ones are their root balls are too compact and their roots are tangled/girdling the tree, or perhaps their trunks were planted too deep. Another common issue is people leaving root cages or burlap around the root ball/trunk. Or people not watering it adequately.

Many, many, MANY landscape trees die because they were planted incorrectly, then not cared for in their first year.
