electric oven just gets warm

I'm not on site, but I'll be visiting mom in a few weeks, who says one of her Kenmore dual ovens just gets warm, not hot. Now, it seems to me that a heating element will either work or not work. That is, there is either electrical continuity or there isn't. But is that correct? Can a heating element just get warm? In order to do that, the resistance would have to increase a lot, and I'm unclear just how that could happen. Ideas?

P.S. It's really amazing how many online appliance forums there are that have gone totally defunct. This one seems to be alive and well.
