They look like they will be small. I'd leave them in until stalks get dry unless you're worried about rot.

I agree they look like they will be small. Garlic needs lots of sun and nitrogen, and hates weeds. Plant the largest cloves from the largest bulbs to get larger bulbs. Yours are still mostly green - leave them in the ground until most leaves are yellow/brown but still has three leaves that are mostly green.
