Are the larger stones cemented first?

I've read about the dry concrete method for pebble mosaics, but wondering how one would wet the concrete under larger stones like the ones in this picture? I have a small firepit area that I'd like to do with larger fieldstone and pebble mosaic between them, but this problem is perplexing. Thank you for your time and for sharing your gifts with the world...stunning work!

    I use Type S Mortar. Concrete isn't good for setting stone. I laid the pavers on compacted crushed gravel with a thin layer of mortar on top of that and leveled them with spacers to make sure the gaps were uniform and in line, and then dug out gravel in between and mortared the pebbles in vertically so that they are well embedded and wont pop out over time.
