It is Equisetum, likely Equisetum hyemale - known as rough horsetail.

Horse tail is difficult to control because it has adapted to a wide variety of soils and the roots (rhizomes) run very deep, although it does appear more often in wet, acidic soils. Few plant poisons have any affect on it and tilling spreads it about more. Perhaps this article will be of some help.
