summer seeding-help?

I live in Richmond VA and it's hot in the summer (90+ most days). I had a big patch of my front, full sun lawn graded and seeded today due to a water/sewer pipe issue and a tree down (tree was ground down last summer). My questions are:

  1. I know July is not the time to seed. So, do I let it sit until it rains, then start watering? (or does the morning dew dampen the seed anyway and I should water now)

2. do I start watering now. If so, how often. I've read 10am, 1pm, and 4pm. Is that frequent enough.

3. no irrigation. It's me and a sprinkler. I'm a teacher so I'm around during the summer to water like a fiend. No well, we are connected to county water.

4. can I walk on the straw to move the sprinkler or will that crush the seedlings that probably won't grow anyway due to unrelenting sun/heat. Thank you for your advice!!
