I wouldn't cut it back, it's gorgeous. I have three Hoya Rubras and I love the variegation. It is so pretty. Mine like to hang and are all in hanging baskets. They get filtered light from an east facing window that has sheer curtains. They prefer high light. They like to climb too. One of my Hoya Rubras loves iit's spots and has decided to climb up the curtain and above the curtain rod, so it is definitely happy. Maybe it will bloom for me soon. No peduncles yet.

Also if you want blooms it isn't a good idea to cut the vines because that is where the bloom spurs and peduncles form and if you cut them then it won't bloom again.

OK the vines are very long and I have some of them tied up should I just let them hang down? Also can I use 30-10-10 fertilizer for orchids on my hoya.

Hoya carnosa likes to hang. Not sure about fertilizer. Maybe phone or go to Home Depot or a nursery where people are knowledgeable about hoyas and can answer your questions. Also maybe someone on the forums can help or research it on the internet. There is lots of information and forums about hoyas where they might be able to help answer some questions.
