Stipa (Stipa arundinacea Sirocco)

I am thinking of growing this ( the shorted pink version not pheasant tail) from seed to use as an annual( I'm in zone 4) I have a rose bed that I have boarded with cinder blocks. What I would like to do is alternate this with rose and purple salvia in the blocks. My questions are:

Does this grow well from seed and fast enough to use as an annual?

It says it germinates at cold temperatures, can I winter sow this in early spring?

If this is not a good choice for my need, any other recommendations, something that arches and gives all season color. Other ideas I've had were ruby grass, purple love grass, possibly monkey grass?

Last question anyone have any opinion on Outside Pride seed company?
