Can I install tile over this one?

The uncoated niches are 99.9% waterproof, but our industry standards (Ref. ANSI Code 118.10) state that in shower areas they must be waterproofed, whether from a sheet good or a liquid membrane. It is recommended to be waterproofed before tiling over it.
