Garage Floor - Stem Wall

Hello, I'm building a new home and they just poured the floor yesterday. When I stopped after the pour, I noticed the floor is flush with the stem wall inside. I mentioned this to the builder (supposedly reputable) and he made the comment that it was due to the length of the garage (45 ft). I'm concerned that the sill is sitting on the garage floor and could potentially begin to rot. I'm also concerned about the drywall wicking up water as I plan to wash cars inside in the winter (have floor drains).

Is this normal practice? Should I have lowered the floor?
