Since budget is a huge issue, and you want to continue to use what you choose, I'd recommend simple white cotton panel curtains on rods close to the ceiling (a 96" length would be standard) from Target or amazon. For the windows that overlook the neighbors' driveway, add white sheers on tension rods mounted inside the windows, just touching the sills. When you are ready for more elaborate and expensive treatments, reuse the white cotton panels elsewhere in the house.

What else is going on in this room. White panels might be fine if you are keeping the existing wall color, and you are going to use it on your bedding.

I would get white solar roller shades in a textured fabric at Lowe's or budgetblinds.com for now then add window treatments later

I recommend top down bottom up cellular shades. You can bring them down from the top so you can still look out your beautiful windows and have privacy in the bedroom from the nearby neighbors. I like Graber Crystal Pleat, their fabric is extremely soft and you can choose from a 3/8" cell of a 3/4" larger cell. You don't necessarily have to do You can also choose light filtering or blackout. the other more expensive option would be shutters as you can have half the shutter open at the top and the bottom portion closed, thats what I have in my house as my bedroom is on the first floor and backs up to a community backyard with lots of dog walkers.
