The flooring contractor is responsible for cleaning off the glue. The longer it sets, the more difficult it is to do. That falls under the GC not controlling the jobsite contractors or performing quality control. If you touch the floor, and it turns out that the glue has set so long that the floors are ruined, you will assume that responsibility because you were the last to touch it and ''who knows what'' you tried to clean it with.

Call the GC. This isn't something you should deal with, even if you are doing ''cleaning''. That isn't cleaning. That is an improperly completed job.
