You should consult someone about the drainage issues. This alone could eat up any budget very quickly. Barring that and the aforementioned gut, start simple. Clean and sweep. You need to see what you've even got there first. Then tidy and organize. I see a trash bin, a hose, and a bike out there. Where could these live a bit more out of view? Next, would you consider painting the railing? Right now the blue is drawing the eye rather than the door or your trees or anything else of interest. I would also consider redoing the whole railing, but without knowing more about your priorities or budget it's hard to advise. You mention the trees leading me to think you like them and want to keep them. You might want an arborist to trim them, or do some research and you can do it. The one looks like it can use it. Dig a French drain system around the house foundation by digging a trench around the foundation, line it with gravel, and place a drain with perforations in it to pull the water away. Cover the drain with gravel and add soil over it. Your different levels are lovely ..you could use them for little seating areas surround them with plants ...relaxing areas ..so many options look at HOUZZ under the garden sections with different levels .
