Can anyone identify?

In southeastern CT, this is the first time I've seen this "moss" in 15 years of living here. I first noticed it several months ago in branches of an oak. It appears to have defoliated that branch. Then one must have fallen and was on my lawn. Now it's in my lilac bush. Is it harmful? Should I dispose of it? Any suggestions would be very helpful.
