No, it isn't. The fuzzy buds look like some type of Viburnum, and all dogwoods have leaf veins that go toward the leaf tip. It looks to have opposite leaves, though I can't be sure from the photo, which would add to the likelihood of it being Viburnum.

Yes, that's definitely a Viburnum, though I am not experienced with enough of the many types that I can ID the species; it's one I haven't grown. Hopefully someone else will weigh in on species.
