Can't you get a closer pic of the bug itself? Just looks like a black lump so could be most anything.

Yes, I think I can get a better pic tomorrow. The bug likes that spot.

Trying to start a fall garden in the heat (90+) has been very challenging. I want the give the plants water to help cool off, and I have been. I have noticed they are looking like they have had too much water (pale).

That is 100% a cicada, definitely a cool and good bug

Cicada exoskeleton. The mature insect has flown away to mate. The adult does not eat. They mate and the female lays eggs in the tips of tree branches. After hatching, the larvae crawl down the tree and bury into the ground and live there for years, chewing on the tree's roots. Your garden plot probably once hosted a large tree at one time.

A fun, interesting and fairly harmless insect.
