It looks like Agastache. Do the crushed leaves smell like licorice? (actually anise but not everyone is familiar with that smell)

It is a flower that I would certainly keep.

If this is a plant you want, growing where you want it growing it is a plant to keep. Is it is a plant you do not want growing where you do not want it growing it is a "weed" that you can pull out.

Given the amount I see in the picture the previous owner apparently wanted that growing there.
