Advice appreciated to diagnose hawthorn

The new branches on my hawthorn are in bad shape. The leaves on the upper parts of the branches are curled, scrunched up, with spots and other damage. Photos attached. In photo 2, the pale marks on the leaves are like scratches, they are not bugs. anyone know what this is? And how to treat it?
