Dining room buffet under cabinet lighting / backsplash

We are putting in a dining room buffet, with upper and lower cabinets and a quartz countertop. (THIS IS NOT MY DINING ROOM, but when finished, it will look just like the picture below). It coordinates with our kitchen and living room cabinetry ( which Filipstad from IKEA) and countertops (Statuario by Quartz by Adrian). The upper cabinetry is for display with interior lights and clear glass doors.

My general contractor says that under cabinet lighting in a dining room buffet is rare. It is right next to a window. What is the usual in a case like this?

Also - what happens with the backsplash in this situation? I have white subway tiles in the kitchen, but don't really want them in the dining room. Leave it bare and then prop/hang up photos? carry the quartz up the wall? a really cool tile backsplash? (If I go to customized what happens with re-sale?)
