what do ya'll think is wrong with this? its tropical. these were taken off lower part of plant. is it pests or a deficiency? all the leaves look bumpy.

I looked it up at the hibiscus dr. but didnt find anything that looked like it

I havent fertilized it this month due to rains. any help is appreciated.
