Zoysia question

Want to restore zoysia grass to a 4' x 30' sidewalk strip of grass for my senior citizen neighbor (I have traditional rye grass on mine). Once had full, healthy zoysia, but now only the center 50% remains. Cement work disrupted the ends, and crabgrass and other weeds have moved in...seemingly stronger than the healthy zoysia in the center of this strip. I have applied RoundUp to kill the non-zoysia sections, plan to wait 1-2 weeks, cultivate the soil, and plant plugs. Questions... (A) Is late September too late (Long Island, NY) to plant plugs? (B) can I plant rye grass seed between the plugs to ensure some coverage for winter, and allow the zoysia to "takeover" the strip in the spring...or will the ryegrass interfere with zoysia ability to spread? (C) could I use (as a YouTube gardener suggests) a bulb planting tool to pull plugs from main front lawn (50 year old, established zoysia) and use those as plugs. Concern here is that the front lawn, while healthy, doesn't seem to expand anywhere...making me wonder if I need fresh plugs for more aggressive planting and growth. Thank you for advice...
