Help with hell strip, overseed?

I'm having a horrible time with my hell strip. It started off poorly this spring when there was an issue with my sprinkler (didn't get watered as it should have initially) and then there were a bunch of unsightly burn spots from my dog.

The sprinkler was repaired and I filled in the patches with Scott's Ez patch as well as overseeded with a seed blend for the inter mountain west. Initially everything germinated and was looking pretty good, but then it got very hot practically overnight and some of the new grass just fried to a crisp.

The strip continued to look not so great. I tried the advice of watering deep but infrequent, but it just doesn't work for the hell strip. It faces NW and gets blasted by the searing afternoon sun. My neighbor manages to keep their strip (and the rest of their lawn) looking decent by watering 5 min two times a day.

The rest of my lawn is perfect. I just don't know what to do about the strip. I'm guessing I should overseed, but with what? Can KBG survive the strong sun here? Should I just order online? I don't have much to spend and would rather just pick something up from a big box store.

My side yard looks great, I just need to get the stupid hell strip to look halfway decent.
