Rose problem

10 years ago

We just moved into a house a month ago where there is this very established Rose. It gets watered very well weekly and it is in Sunny California weather everyday. I don't see any type of mold but the leaves have recently in the last 2 wks started doing this to the new growth. Can anyone help ? Give me some advice
